What Sovereign Tech Stack is
A certification platform for UK-owned technology.
An independent certification body evaluates vendors against sovereignty criteria: UK ownership and incorporation, UK data residency, UK-hosted infrastructure, and supply-chain transparency. Vendors that qualify license the trust mark. Revenue comes from certification fees, annual renewals, and referral commissions.
This is the lowest-capital, fastest-to-market structural form. It builds brand, validates demand, and generates the vendor relationships and market intelligence needed to evolve toward a managed stack as demand matures. The long-term product is a single subscription to a certified, curated UK stack — but that product requires the trust mark to exist first.
The certification standard
“UK-owned” has a precise definition. Majority UK shareholders. UK-incorporated. UK-domiciled directors with genuine operational control. Supply-chain transparency to the infrastructure layer.
This standard explicitly excludes sovereignty-washing. US multinationals running workloads in UK data centres do not qualify.
The AI gap
No UK-owned foundation model yet exists at frontier capability. The April 2026 Sovereign AI Fund is seeding the first generation of UK AI companies with government equity, compute access, and procurement pathways. Sovereign Tech Stack will define a sovereign-aligned transitional category for Fund-backed UK AI vendors while UK-owned frontier models mature — rather than excluding AI from the certified stack or accepting US alternatives by default.
The moat
The platform is designed around a three-layer moat that compounds over time.
Owned UK product portfolio. Acquired early-stage UK startups fill the gaps in the certified stack — categories where no qualifying UK vendor yet exists. This creates proprietary lock-in that brand alone cannot replicate, and converts a curation play into a durable product business.
UK-owned certification standard. The sovereignty criteria are strict by design. The trust mark means something because the standard is independently administered and audited. This excludes sovereignty-washing and creates a barrier that a late entrant cannot shortcut.
Policy and procurement track. Active engagement with procurement rule-making converts a commercial moat into a structural one. Once data-residency requirements are embedded in government supply-chain guidance, the certification mark transitions from a differentiator to a near-mandatory credential.
